My apologies to any female readers as I get a bit abrasive in parts.

Well, you're quite a popular fellow in the paper these days, aren't
you? Coming to the MCSO website to locate your email address, I
must say I'm not surprised to see you sticking your foot in your mouth
once again.

As a citizen of Multnomah County, I must say I'm disappointed you view leading the Sheriff's office as
a greater opportunity than the opportunity to serve and protect the citizens of this county. The two
should go hand in hand, but you had to distinguish one from the other, placing more importance on
one. Am I surprised? As a cops kid, hell no! As a citizen who's paying attention, no again! Because you
and I both know that protecting the citizens comes only in the form of some cheap words from you.
Where are the actions to back up your words? They surely aren't documented in the recent edition of
the Willamette Week, are they? Maybe you want us to believe it was your pursuit of becoming
Goldschmidt's personal driver and bodyguard while you were a State Trooper that proves how
dedicated you have been to protecting the citizens. No, I don't think that reflects an enthusiasm in
protecting the citizens, but it definitely does a hell of a job of showing your desire to further your
career by clinging to the leg of the Governor!
Just look how you parlayed that close association with Neil to win yourself three terms on the
Gresham City Council! No Bernie, protecting the citizens has never been in your game plan, has it?
Your game plan has obviously been all about (what's in it for Bernie), hasn't it? Ya know, as a cops
kid, it's really hard for me to believe that a state trooper who aspires to be a driver for the governor
is someone who really cares about protecting the citizens. No, I'd have to say that's quite indicative of
someone who has their own political aspirations.
None-the-less, you were a state cop during your time with the Governor, and apparently when
opportunities presented themselves for you to act like a cop, you failed miserably.
Now I know when state Sen. Vicki Walker questioned you at your appearance before the Senate Rules
Committee, you never said exactly when or how you learned of Goldy's secret. I understand! You
probably weren't paying attention at the police academy when they were teaching the recruits how
important a memory is to a cop. You must've been awfully tired from those political science classes at
Willamette University, huh?
So tell me, was it those classes that made you think you had no legal or ethical responsibility to report
what you had heard? Now I realize you determined that the statute of limitations had expired, but lets
re-evaluate that, shall we? It's been brought to my attention recently that the statute of limitations
might serve a better purpose if the clock started when the crime was discovered, but let's address
why nobody learned of the crime until after the statute of limitations expired. Can you guess Bernie?
That's right, because Neil and his close associates were able to keep it a secret for that long.
Through his time in the Carter administration (security clearance and all)up to his term as Governor,
and even more than a decade past that! Up until the time you learned of the secret, Neil had
successfully hindered any investigation well past the expiration of the statute of limitations.
Now, I don't know about you, but to me, being aware of all that, any good cop would recognize the
possibility of Neil being able to be blackmailed by this revelation. That about tops the list of reasons
why you should've immediately reported what you learned, and pushed for an investigation. Not to
mention you admitting you shared the secret with Debby Kennedy. She says that occurred in early
1990, and Fred Leonhardt says you shared the information with him in the summer or fall of '89.
Now wouldn't that be at about the same time that we now know Goldy hindered any outside
investigations by the feds into Michael Francke's murder? Now look at what you made possible by
sort of keeping your mouth shut! Were you surprised? Probably not! I mean, by now 'ol Neil was
getting pretty good at hindering investigations, wasn't he? My, my, how that secret had just sprung
up to bite everyone in the ass. Those must've been some crazy days for all of you. Neil's getting
hounded by his young victim to help her out. More and more people are learning about the secret,
Michael Francke has been murdered by an organized hit orchestrated by Scott McAlister before
Francke blows the whistle on all of them over the corruption, the secret, and who knows what else.
Goldys having a hard enough time keeping his distance from "Susan", not to mention doing
everything he can to keep the feds out of the Francke case, for fear they will discover the horrible
truth plus the secret of Susan in the process. I'll even give 'ol Neil credit for probably being pissed as
hell at McAlister and his antics. But what could he do? McAlister had him by the balls! McAlister knew
he could do whatever he wanted, and be protected by the hotshot Governor in order to preserve
that precious secret and career of his. Since McAlister was into young chicks as well, It's quite
probable Goldy entertained his pedophile fantasies further with Scott McAlister's help.
Here's where I'll give you credit for possibly not knowing the widespread ramifications of what was
taking place at that time. Why? Because you were too busy banging Goldschmidt's wife! Now if that
isn't a good definition of your character, I don't know what is! I'll bet you used Goldys secret to get
down her pants! You know, the old sympathetic routine after you tell her the horrible news about her
husband or provide a sensitive ear. All the while standing there offering yourself up too her in order
for her to get her revenge. Man, I can just see that in you so easy. You are a pathetic looking little
twerp. Little man with a big gun, huh?
So, you see, when you're quoted as saying....."In my two years with him, I never saw anything that led
me to believe that there were other victims," or "It would have been unethical for me to have opened
an investigation, my only obligation was to make sure there were no other victims around--it was not
to quit or confront him."
Well, that kind of leaves people wondering what kind of a cop you were, and what kind you are today,
and it's not looking to favorable is it Bub? I know you tried to back up a bit, and say "You could argue
that I had an ethical responsibility to do something, but other people had better information than I
had and never acted." Damn! Your mouth can be your worst enemy, can't it? I mean, if you were privy
to even better information known by others, why the hell didn't you take that to your superiors? Just
because others didn't? Didn't anyone ever teach you to think for yourself or two wrongs don't make a
right? I'm simply appalled that you (so far) have been able to get away with these ridiculous
comments without being brought before the Grand Jury! You and all these other pieces of shit that
kept their mouths shut should be jailed for a long time. I'll never be convinced otherwise, but if all of
you who knew the secret really had no idea that Goldschmidt's "good 'ol boys club" had finally
resorted to murder, as well as covering up the murder, it wouldn't make a difference in my desire to
see all of you in jail. As far as I'm concerned, your silence literally created the opportunity for things
to get as out of control as they did. Funny how nobody realized that not everyone jumps at an
opportunity to further their careers by aiding and abetting a known pedophile while he holds the
highest office in this state. I've always felt that Michael Francke was going to expose the widespread
corruption within the DOC, and not only that, but enlighten all of us to the one big secret of Goldys
that inevitably allowed that corruption to get jump started by someone of McAlister's caliber.
McAlister, that slimy punk who tops the list of all you dipshits. The worst nightmare one could imagine
for the man with the most powerful position in the state with a deep, dark secret that could destroy
him.
Don't make the mistake of thinking Goldys concerns about whether or not he would be able to keep
things secret, didn't actually push him to make the deals he did with the people who would be in a
position to pay it back to him either. He was making sure he made plenty of money before the shit
ever hit the fan.
We can all look back and see how Goldy engineered all the changes he did at SAIF, only to
immediately set up a consulting firm after expiring his term as governor, and obtaining more than
$1,000,000 from SAIF for what was termed as "strategic advice".
Then of course there was ITT Corp run by Irving Levin, who brought his high interest credit card
company to Oregon to take advantage of the state's banking laws. Him and Goldy partnered up on the
sly, while Goldy successfully pushed legislation needed by Levin's company to get started. Must've
been nice! Of course Levin ended up selling the company with lots of help from Goldy, and in the end
Goldy ended up with over $8,000,000 in stock from Levin's new company of which Goldy was a
member of the board.
So, in the end, each of you pukes makes out in their own little way. Not near as good as Goldy
financially, but enough to keep you happy. Being Sheriff of Multnomah County isn't too shabby for a
pathetic punk like you, but I'd stay away from your deputy's wives and girlfriends. I really have to
wonder whether you are able to effectively lead that place. As one of your deputies, I'd have even
less respect for you. I know you're still trying to wrestle responsibility of corrections away from Diane
Linn and her cohorts, just as a competent, ethical, responsible, honest, brave sheriff should, but give
it up Bernie, cuz you don't fit that bill. But hey, Scott McAlister likes corrections! I'd go back to
supporting you if you could get Scotty to come to town and help you out with corrections. Redeem
yourself by bringing that shitbird into the waiting wolfpack. Oh yeah, one more thing, why don't you
call in a marker with Goldy, and talk him into shelling out some of that ill-gotten money of his to
finance the Wapato Jail for the first year. Ah, don't even get me started on that fiasco!
Look, I know I've been pretty harsh on ya, but you fuckin deserve it! If you haven't noticed by now, I'm

Yeah, remember him? Another casualty in all this bullshit! Anyway, I'm offering you a chance to
respond to my "circumstantial evidence" if you will. That circumstantial evidence shit is pretty
powerful stuff these days, ya know? I'm serious! I'll conduct myself in a professional, respectful
manner, but I won't let comments like the ones you made to WW lay there without probing further.
Let me say right now that I question whether you should be allowed to retain your elected position. I'd
like to reserve judgment on that until after we've had a chance to talk man to man, if you're man
enough to take on the challenge. If you choose to write me off as a nobody, then so be it. It's your
decision to make, but if you choose to do that you will leave me with no choice but to post my email to
you on my website informing my readers that you weren't even man enough to respond to my
accusations. Personally, if someone jumped my shit in this manner, I'd at least want to look them in
the eye while I defended my position. Remember, you're an elected official, which gives me the right
to question you. You work for me, and the rest of the citizens of this county, and don't you ever lose
sight of that! It's about time some of us step up and remind some of you.
In closing I'll tell you my uncle was Capt. William (Bill) S. Taylor (deceased) who began his career with
the PPD as one of the first motorcycle cops to patrol this city, and ended it about 30 years later after
commanding both north and central precincts. My father is his younger brother who also spent his
career in law enforcement. I suspect you know both of them. Should you feel the need to investigate
me further, go right ahead. If I was worried about what you may find, I wouldn't be writing you to begin
with. I will make a point of saying there is no reason for you to interpret anything I've said in a
threatening manner. I'm simply a pissed off citizen who has chosen to take the time to respond to you
directly concerning your quotes in the Willamette Week article. We do still currently retain that right
in this country, don't we? With that said, don't think about running over to your national crime
computer to run me when you have so many other legal options to do the same. I see no legal reason
for you to use your criminal database to do that, but I'm sure you will anyway, and wouldn't that be just
a perfect example of where the widespread misuse of authority and corruption begins? I can't resist
checking you on that. I do somewhat regret my use of profanity, and my personal jabs at you, but they
will remain, and I won't apologize for any of it, if for no other reason than to emphasize my point. If you
really are about anything as a person or a leader, then I will have earned a certain degree of respect
from you by being as straight-forward as I have. This letter comes straight from the hip.
I really hope you'll hear me, and choose to respond by allowing me to conduct an interview with you
regarding your quotes in the WW. I won't hold my breath though. It's been suggested to me that my
harsh words might bring me some problems with the MCSO, but wouldn't that be another shining
example of what I'm protesting? It's that precise fear that runs rampant through our society that
allows people like you to abuse their authority. I will not be afraid! Just now I have decided to post a
copy of this letter on my website after I send it to you. If you do respond I would figure that to reflect
on you in a positive manner, and if you don't you leave little reason for anyone to believe you're not
hiding something. Isn't that the way a cop thinks if a suspect decides to exercise his right to remain
silent? Yeah, I thought so! I doubt you could say anything to me that would hurt you anymore than the
hurt you've already brought on yourself. Unless of course you told me something that would blow this
whole thing wide open. I'll leave you to wrestle with that demon, if it exists.
